No statement of purpose appears in it.
The writing that matters happens roughly a year earlier, in the Stipendium Hungaricum application. That scholarship covers tuition in full plus a stipend and accommodation, Nepal is an eligible partner country, and the reported acceptance rate is around one in six — far better odds than Erasmus Mundus. The application includes a motivation letter, and it is scored.
So the honest framing for Hungary is unusual: this is probably the highest-value document you will write for any destination in this guide, because what it is competing for is a free degree — and it is also the one students most often miss entirely, because they discover the scholarship after its window has closed.
Who reads it: an admissions tutor at the university. No immigration officer will ever see it, so this is not the place to argue that you will go home.

Follow the Tempus application's own structure, and write for a selection panel rather than an admissions tutor.
Find the current cycle and the Nepal sending partner first

Read the two programmes you are naming
Actual curricula, actual departments. The letter's specificity is what separates it, and specificity cannot be faked at the point of writing.
Open with the field and the programmes
What you want to study and where, in the first two sentences. A panel reading hundreds of these needs to place you immediately.
Give your evidence
Two or three concrete things — results, a project, relevant work — described so they could not appear in anyone else's letter.
Say why Hungary specifically
A research group, a department's strength, a technical tradition. Avoid reasons that would apply equally to any affordable EU country, because those are the ones every other applicant is also giving.
Close with what the award produces
This is a government scholarship. A clear, specific account of what you intend to do with the qualification — in Nepal or in the field — is what the premise of the funding asks for.
Then, separately, build the permit file
Award letter, funds, insurance, accommodation, criminal-record certificate with certified translation. Your motivation letter plays no part in it.
Write it yourself and have it read by someone whose English is strong. If you are relying on a medium-of-instruction letter in place of IELTS, the quality of your written English in this document is doing more work than you may realise.

Ignoring the medicine question

A letter written by someone else
Selection panels read at volume and agency-produced letters are recognisable. It is also the document standing in for your English if you skipped IELTS.
Leaving the criminal-record certificate late
Not a writing error, but the item that most often delays a Hungarian file once the award is won.
One point of proportion. For most destinations in this guide a weak statement costs you a place at one university. Here it costs you a fully funded degree with accommodation and a stipend, and the alternative is paying for the same degree yourself. That asymmetry is worth an unusual amount of effort, and it is worth starting a full year before you intend to travel.
The sending partner is a real requirement, not an optional intermediary. Stipendium Hungaricum runs through Tempus and through a designated sending partner in each eligible country. Confirm who Nepal's currently is before the window opens — it changes between cycles, and it is not something to discover in January.
The medium-of-instruction letter can replace IELTS. Where it is accepted, a letter from your Nepali school or college confirming English-medium teaching and examination saves a fee and several weeks. Confirm acceptance per programme, because individual universities may still set their own test.
The criminal-record certificate is the long pole after the award. Nepal Police clearance plus a certified translation is realistically several weeks, and Hungary asks for it as standard rather than occasionally. Start it the day your award or offer arrives.
