The "No Objection Certificate" — really a Foreign Study Approval Letter from Nepal's Ministry of Education. You need it before you send tuition abroad, and it strengthens your visa file. Explained once.
Before a Nepali bank will remit your tuition abroad, the Ministry of Education, Science and Technology has to approve your study plan. That approval is the document everyone calls the "NOC" — formally a Foreign Study Approval Letter.
It does two jobs. It's the legal gate for sending money out of Nepal for study, and it's a credibility signal in your visa application — proof your study abroad is recognised at home.

Two things trip people up. First, don't remit any tuition before the NOC is issued — doing it the wrong way round causes real problems with both the bank and the ministry. Second, the letter has a validity window, so time it close to when you'll actually pay and travel.
