the basics / the MoEST NOC

the MoEST NOC

The "No Objection Certificate" — really a Foreign Study Approval Letter from Nepal's Ministry of Education. You need it before you send tuition abroad, and it strengthens your visa file. Explained once.

01what it is & why it matters

Before a Nepali bank will remit your tuition abroad, the Ministry of Education, Science and Technology has to approve your study plan. That approval is the document everyone calls the "NOC" — formally a Foreign Study Approval Letter.

It does two jobs. It's the legal gate for sending money out of Nepal for study, and it's a credibility signal in your visa application — proof your study abroad is recognised at home.

02how to get it
1

Secure your offer letter

You need a genuine offer of admission from the foreign institution before you can apply.

2

Apply on the MoEST portal

Applications are made online through the ministry's NOC system.

5

Collect your letter

Once approved, your NOC is issued. Keep digital and printed copies — your bank and the embassy will both want it.

03what you'll need

Offer letter

The genuine admission letter from your institution abroad.

Academic documents

Certificates and transcripts of your highest qualification.

Citizenship & passport

Proof of identity; your passport for the foreign-study record.

Passport photo

A recent photograph to the portal's specification.

04honest notes

Two things trip people up. First, don't remit any tuition before the NOC is issued — doing it the wrong way round causes real problems with both the bank and the ministry. Second, the letter has a validity window, so time it close to when you'll actually pay and travel.

Processing time and the exact fee both vary and have changed before. Treat the figures here as a guide and confirm the current rules on the official portal.
