Valencia has the Universitat de València, one of Spain's oldest, and the Universitat Politècnica de València, a strong technical institution with substantial international provision. Together they give the city a large student population.
Its argument is the balance. You get a coastal Mediterranean city with real universities at a cost clearly below Madrid or Barcelona — and the Valencian Community sets its own tuition, so the fee question is worth checking here separately.
The trade is the job market. It is smaller than Madrid's or Barcelona's and more Spanish-speaking, which matters both for your thirty hours a week and for the post-study permit.

Language
Spanish and Valencian are both official. Spanish is sufficient; Valencian appears in signage and administration.

But do not assume cheaper living means cheaper tuition — the Valencian Community sets its own fees independently, and they may be higher or lower than Catalonia's for your subject.
