Italy is one of the few destinations whose visa checklist names a motivation letter outright — addressed not to a university but to the visa officer. Which checklist applies to you depends on the mission, and that is the first thing to check.
Applying to Italy from Nepal has two written moments, and they are for different readers.
The university. Italian institutions set their own admission requirements, and many international degree programmes ask for a motivation letter alongside your transcripts, CV and language certificate. After you are accepted you complete pre-enrolment on Universitaly, the national platform, which links your chosen course to your visa application.
The visa office. Several Italian missions' study-visa checklists list a motivation letter addressed to the visa officer of that consulate, explaining the purpose of your studies in Italy. This is a genuine, published requirement — but Italian missions publish their own checklists, and they are not identical.
Who reads it: two readers with different questions — an admissions tutor first, then a visa officer. Write two documents, not one; the same facts, argued differently.

The two readers want opposite emphases. The university is assessing whether your prior study qualifies you for a specific, often narrow, Italian degree. The consular officer is assessing whether the study plan, the funds and the accommodation add up to a genuine year in Italy.
Qualification equivalence
Italian admission assesses your foreign qualification against Italian levels, and pre-enrolment is where that link is formalised. Your letter should state your degree's length, credits and awarding body.
The course, named exactly
Universitaly ties your visa to one course at one institution. A motivation letter naming a different programme than the pre-enrolment is a contradiction in the file.
Language of instruction
English-taught degrees are widespread but far from universal, and Italian-taught programmes require certified Italian. State which one you applied to and what certificate you hold.
Means and accommodation
Italian study-visa checklists ask for proof of sufficient funds and of where you will live. The letter should be consistent with both, not a substitute for either.
Coherence with your history
A course unrelated to your degree or your work needs a reason. Consular officers make the same judgement everywhere; Italy just asks you to write it down.
Two letters, or one letter written twice. Start from the mission's checklist and the programme page, in that order.
Address the consular letter to the visa officer
Where a mission asks for it, the letter is addressed to the visa officer of that consulate — not to the university, and not "to whom it may concern". Head it with your name, passport number, the institution, the course and the intake.
State the purpose of the studies, concretely
The published wording is about explaining the purpose of your studies in Italy. Name the degree, its length, its language of instruction and what qualification it produces.
Connect it to what you have already done
Your Nepali degree, the subjects that overlap, and — if you are switching fields — why, in one clear paragraph.
Set out funds, accommodation and duration
The consular file asks for all three. Your letter should reflect the same figures and the same address, not different ones.
For the university letter, change the reader
Same facts, different emphasis: the academic question you want to work on, the course structure, a professor or research group, what you bring to the cohort.
Check the Universitaly entry matches both
One course, one institution, one intake, across the pre-enrolment, the letters and the acceptance. Any mismatch is the kind of small contradiction that costs weeks.
Keep the consular letter to one page in business-letter form, signed. Keep the university letter to one page unless the programme says otherwise.

Using another mission's checklist
Consulates differ on documents, formats and copies. The mission handling your application is the only list that binds you.
No motivation letter where one is required
Where the checklist names it, its absence makes the file incomplete — and incomplete Italian visa files are refused, not queried.
A letter addressed to the wrong reader
Some checklists specify a letter addressed to the visa officer of that consulate. A university-style motivation letter does not meet that.
Course details that disagree with Universitaly
The pre-enrolment is the spine of the file. Everything else must match it exactly.
Language you cannot evidence
Italian-taught programmes require certified Italian; English-taught programmes require an English certificate. Enthusiasm is not a language qualification.
No accommodation evidence
Italian checklists ask for it. "I will find a room after arriving" is not an answer to a documentary requirement.
Missing the pre-enrolment window
Universitaly pre-enrolment opens and closes on published dates for each academic year. Missing it delays the visa by a year, not a month.
Funds that do not match the letter
Italian consulates specify how funds must be evidenced, sometimes down to the form of the bank letter. Read that specification before you ask your bank for anything.
Italy also bands tuition by declared family income through the ISEE system, and regional right-to-study grants are awarded by region. Neither belongs in your motivation letter — but both are worth understanding before you choose a city.
Legalisation takes the time here. Nepal is not party to the Hague Apostille Convention, so academic documents travel through MoEST and MoFA and then the Italian mission. Italian pre-enrolment has fixed dates and the legalisation chain does not care about them — start early.
Fingerprinting and appointment slots. Italy introduced biometric collection for national (D) visa applicants in 2025, with narrow exemptions that do not include Nepal. Factor the appointment into your timeline.
The MoEST No Objection Certificate belongs to the same money chain as your funds evidence. Keep the sponsor named in your letter the same as the sponsor named in the NOC file.
Does Italy require a motivation letter for the student visa?

What is Universitaly and where does the letter fit?
Universitaly is the national pre-enrolment platform. After a university accepts you, you complete pre-enrolment there, and that record links your course to your visa application. Your motivation letters — to the university and, where required, to the visa officer — must name exactly the course in that record.
How long should the letter be?
One page for the consular letter, in business-letter format and signed. For the university's letter, follow the programme's stated length; where none is stated, one page.
Do I need Italian?
Only for Italian-taught programmes, where a certificate is required. Many degrees are taught in English and require an English certificate instead. Say in the letter which one your programme is and which certificate you hold.
Can I use the same letter for the university and the visa office?
Better not to. The university's letter argues academic fit; the consular letter explains the purpose of the studies alongside your funds, accommodation and dates. Same facts, different reader, different emphasis.
