Italy has two layers, and getting admitted is only the first. The national administrative steps that follow are where late starters lose their intake.
Understand this shape before anything else, because it explains why Italy needs a longer runway than its neighbours.
Italy has two layers: university admission, and then the national steps — Universitaly pre-enrolment, Declaration of Value or CIMEA validation, and the consular visa. Academic admission alone is not the finish line.
Each of those national steps depends on the one before it, and two of them involve third parties on different timetables — the consulate for the Declaration of Value, or CIMEA, and a CAF or patronato for the ISEE Parificato. Neither can be rushed at the end.
Start a full year ahead, not the eight months that would suffice for most destinations here.
Start the ISEE Parificato
Through a CAF or patronato, using your family's Nepali income and assets. This decides your tuition — without it you pay the top bracket.
Language and entrance tests
Italian B2 for Italian-medium programmes; IELTS or TOEFL for English-medium. Some programmes add an entrance test.
Apply to universities
Through each institution's own portal. Get your admission or conditional-offer letter.
Universitaly pre-enrolment
Mandatory for the visa. You generally pre-enrol for one programme — verify whether yours allows ranking.
Credential validation
Declaration of Value from the consulate, or a CIMEA statement. Slow, and it runs alongside the above.
MoEST NOC, then the visa
Nepal's approval, then the Type D application at the Italian mission.
Permesso di soggiorno within 8 days
The post-office kit, then a Questura appointment.

Without an ISEE Parificato you are charged the maximum tuition bracket automatically, regardless of your family's actual income.
The ISEE Parificato is computed by a CAF or patronato from your family's Nepali income and assets, and it needs documentation your family may have to gather. Begin it before you have even chosen your shortlist — it applies whichever public university you end up at, and it also feeds the DSU scholarship assessment.
Italian-medium programmes: require an Italian language test, usually B2
English-medium programmes: require IELTS, TOEFL or an accepted equivalent
One structural note: most bachelor's programmes are taught in Italian — the 500+ English-taught options cluster at master's level
So an English-taught master's is straightforward without Italian; an Italian bachelor's generally is not. And regardless of your programme's language, daily life, housing and part-time work all run in Italian — begin learning it early rather than treating it as optional.
Academic transcripts & diploma
NEB/+2 and bachelor's records, with certified translations.
