The Netherlands offers something rare: research universities of real quality teaching entire degree programmes in English, at fees far below the UK, US or Australia, in a country where you can function without the local language.
The constraint is housing, and it is severe. The national student housing shortage runs to tens of thousands of rooms, and universities in Amsterdam and Utrecht have gone as far as telling admitted international students not to come unless they have already secured a room.

What changes between Dutch cities.
Housing severity
Amsterdam is the worst market in the country. Rotterdam and Eindhoven are meaningfully easier, though not easy.
The residence permit does not change
Your university applies for the permit on your behalf, on the same terms nationwide. No city offers a different route.
The orientation year
The zoekjaar — a year to look for work after graduating — is national. Where you studied is irrelevant to it.
