Italy is the one place in this guide where what you pay depends on your family's income rather than your passport. Filing one document correctly is worth thousands of euros a year.
Italian public universities charge on a sliding scale set by the ISEE — an income-and-assets measure. Non-EU students with family abroad obtain an ISEE Parificato, computed through a CAF or patronato from your family's Nepali income and assets.
Without an ISEE Parificato you are charged the maximum bracket automatically, regardless of your family's actual income.
Read those two middle bars together. The same course at the same university costs a few hundred euros or several thousand, decided entirely by whether your family completed the ISEE Parificato. Start it early — it involves a CAF or patronato and your family's Nepali documentation, and it is not a form you fill in the week before enrolment.
Beyond tuition, Italy's regions run scholarship schemes that go considerably further than a fee waiver.
A DSU award can bundle: a tuition waiver, free university housing, free meals and a cash stipend
For a low-income Nepali family this is the closest thing to a fully funded European degree that does not require winning a competitive national scholarship like Chevening or SISGP. Awards are regional, assessed largely on the same income basis, and have their own deadlines — check your region's scheme as soon as you know where you are applying.
Living costs: roughly €700–1,200 per month
Milan and Rome sit at the top; southern cities are the cheapest in Western Europe for a student. Combined with income-based tuition and a possible DSU award, a southern Italian university can be the lowest total cost of any destination in this guide.
