Where a Finnish programme does read a motivation letter, it is checking suitability for a specific, often small cohort — and Finnish programmes are unusually explicit about what they want in it. Follow their prompt exactly; there is rarely any credit for structure you invented.

Answer their questions, in their order
Where numbered prompts exist, use them as your headings. Finnish selection is procedural and a letter that is easy to score is an advantage.
Establish the academic match
Your Nepali degree, its length, its credits and the courses matching the programme's prerequisites. Finnish admission checks this formally.
Name the specialisation and why it
Finnish master's programmes are narrow. One specific reason connected to your own work is worth more than a paragraph about Finland's education system.
State your plan after graduation plainly
Finland offers post-study residence permission for job-seeking, and its labour shortages are openly discussed policy. Saying you intend to work there is not a problem; saying nothing at all is a wasted paragraph.
Keep it to one page and stop
Then put the time into the entrance exam, the certificates and the deadline — which is where Finnish applications are actually won and lost.
Finland's joint application rounds have hard deadlines, usually in January for the autumn intake, with entrance exams months later. Diarise the exam date the day you apply.
