Migri needs €9,600 in the student's own name with a six-month statement. Family and sponsor money is not accepted. This has to start before everything else.
English test, and any entrance exam
Some programmes require an entrance exam or SAT alongside the English requirement.

Admission decision, accept your place
Then pay tuition or confirm your scholarship.
MoEST NOC, then remit
Nepal's approval before any tuition transfer.

€9,600 must be in the student's OWN account, evidenced by a six-month bank statement. Family and sponsor money is not accepted.
A six-month bank statement means the money needs to be sitting in the student's own account six months before you apply for the permit — which, given the January round and an autumn intake, means acting the summer before. Families who discover this at permit stage lose a full year.
Finland charges tuition and then gives a great deal of it back. Treat this as routine rather than optimistic.

One sequencing note specific to Finland: if you are moving family money into the student's own account to satisfy Migri, plan that transfer against the same six-month horizon and the same NRB rules. It is a remittance decision as much as a documentation one.
