02how the permit is triggered

Worth understanding before you plan your money, because the order is unusual.

Your first tuition payment is what makes the university initiate the ST1 permit. SIRI then emails you a link to complete it online.

So your tuition moves before the permit application exists — which puts the MoEST NOC earlier on your critical path than in countries where you pay after a decision. The upside is that this same payment is what waives the separate living-funds requirement.

Danish institutions publish requirements clearly and apply them consistently. There is little discretion to appeal to, so meet the stated bar rather than hoping a strong statement compensates.
