Two permissions, not one. An entry permit that gets you into the country, and a residence permit you must register within days of landing — and forgetting the second is the classic mistake here.
Cyprus splits permission to enter from permission to stay, and both are on you to complete even though your university files the first one.
Before you travel: an entry permit known as the Blue Slip, filed with the Civil Registry and Migration Department by your university and forwarded to you
After you land: a temporary residence permit registered at the local Migration Office, valid a year and renewable, requiring your passport, the Blue Slip, health insurance, a rental agreement and your tuition payment receipt

The Blue Slip is an entry permit, not permission to remain. If you do not register for the residence permit within the window, your stay stops being regular — and that is a far harder problem than any paperwork delay.
The window is short and it starts the day you arrive — which is also the week you are finding accommodation, opening a bank account and starting classes. Two of the documents you need for it, a rental agreement and your tuition payment receipt, are worth having ready before you fly.
The Migration Department is checking a document package rather than interviewing you about your motives.
What it turns on: genuine full-time enrolment at a recognised institution, attested finances, medical clearance and a clean police record — a documentary check rather than an assessment of intent
How long it takes: roughly two to three months at the Migration Department
There is no credibility interview and no genuine-student essay. The system's weight sits on attestation: whether your Nepali documents have been through the correct chain and can be relied on. That is why the paperwork advice on these pages is unusually insistent.
It also means the statement you write is an admissions document only. Nothing you compose goes into the migration file.
Cyprus does something at the border that most destinations in this guide do not, and arriving unaware of it is a genuinely bad experience.

Attestation problems
The single most common cause here. An incomplete chain, a missing translation, or a certificate attested in the wrong order.
Finances that are unclear or unattested
The evidence has to be attested too, and it has to plainly cover tuition and living costs.
Medical or police-clearance gaps
Both are part of the package rather than optional extras, and both take time in Nepal.
A passport with too little validity
Commonly a year is expected from arrival, not the usual six months. Check yours early.
Applying too late
Two to three months of processing, after attestation. Applicants routinely start two months before term and miss it.
The wrong side of the island
An offer from a northern institution does not lead to a Republic of Cyprus permit, because it is a different jurisdiction entirely.
Notice how many of these are Nepal-side rather than Cyprus-side. The Cypriot process is not difficult; the document preparation it demands is. That is good news, because it is the half you control.
One practical sequencing note. Your tuition payment receipt is needed twice — once as part of the migration package, and again when you register your residence permit in Cyprus. Keep the original and scans of it somewhere you can reach from another country.
