Paphos is a small coastal city in the west of the island, best known for archaeology — the whole town is a UNESCO World Heritage site — and for a tourism economy that dominates local employment.
Neapolis University Pafos is the institution here: a private university with English-taught programmes in business, computing, health and architecture, at a scale that makes it a much smaller environment than Nicosia.
The honest framing is that Paphos suits a particular student. Living costs are the lowest of the three, the pace is slow, and the tourism sector offers real part-time work in a permitted category. What it does not offer is the breadth of Nicosia or the graduate employers of Limassol.

Working
The national rule applies — after six months, twenty hours, listed sectors. Tourism and hospitality are permitted categories and are the local economy.
Language
English is very widely spoken because of tourism and a large expatriate population. Greek is still the language of most workplaces.
Scale
Small. That is the whole character of the place — fewer students, fewer courses, a quieter year. Some people want exactly this and others find it isolating.
