The Canadian study permit has an unusual shape. IRCC's document list is mostly evidence — a letter of acceptance from a designated learning institution, a provincial or territorial attestation letter, proof of funds, identity documents. A written statement is not on the mandatory list.

What exists instead is the letter of explanation: an optional document you attach, usually under "client information" or a similar upload slot, in which you explain your study plan and why you should be granted the permit. It is optional in the way a covering letter is optional — nobody makes you write one, and the applications that do not are read without it.

Canadian universities and colleges separately ask for a statement of purpose on many graduate programmes. That one is an admissions document with an academic reader, and it should not read like the letter you send IRCC.

Who reads it: two readers with different questions — an admissions tutor first, then a visa officer. Write two documents, not one; the same facts, argued differently.

02what is officially required

What IRCC requires, and what it is deciding when it reads what you send.

To be granted a study permit you must satisfy an officer that you will leave Canada at the end of your authorised stay.

Most study permit applications now also require a provincial or territorial attestation letter (PAL or TAL).

Note the order of importance. The attestation letter and the funds are threshold requirements — without them the application fails regardless of what you wrote. The letter matters at the margin, and the margin is where most refusals happen.


03what they are really testing

There is one question underneath a Canadian study permit decision: is this a genuine temporary study plan, and will this person leave when it ends? Everything an officer reads is evidence toward that. The letter of explanation exists to connect evidence the officer would otherwise have to connect for you — and officers who cannot connect it refuse.

Will you leave at the end of your stay

The statutory test. IRCC asks you to show ties — a job, a home, financial assets, family — that will take you back. It is not a promise you make; it is a set of facts you point at.

Does the course make sense for you

The single most quoted refusal reason. A course that does not follow your education or work history, or that is a step down from a qualification you already hold, reads as chosen for the permit rather than the learning.

Can you actually pay

Tuition plus living costs plus travel, from a source the officer can trace. A sponsor with no documented income supporting a large balance is a refusal waiting to happen.

Do your own documents agree

Officer decision notes are released to refused applicants. A large share of them turn on a mismatch the applicant could have explained and did not.

Is the plan yours

Officers read very large numbers of applications from the same agents in the same cities. A letter that matches a template they have seen this week carries less weight than one that plainly does not.


04how to build it, in order

Write it as a covering letter to a busy official, not as an essay. One page, plain headings, and every claim tied to a document already in the file.

Head it properly

Your full name, date of birth, passport number, the institution, the programme, the intake and your UCI if you have one. This letter can be separated from the file it belongs to.

State your academic history and the gap

What you studied, where, when, and what you have been doing since. If there is a gap or a change of field, this is the paragraph that closes it — before the officer has to ask.

Explain the programme choice concretely

Name the DLI, the programme and what is in it. Say what it gives you that you cannot get in Nepal or in a shorter course — accreditation, a specialisation, a co-op placement. Where the programme looks like a step sideways or down from your existing qualification, address that directly.

Set out the money in numbers

Tuition, living costs, the first-year total, the sponsor and their income source, and the account it sits in. Match the figures in your proof of funds exactly, and say plainly that you are not relying on working in Canada to pay for the course.

Give the return, specifically

The role, sector or employer you are going back to; family, property or a business that anchors you; a licensing body you need to register with. Vagueness here is what officers write down.

Attach, do not assert

Every paragraph should have a document behind it. If you say your father runs a business, the registration and tax documents are in the file. A letter that asserts what nothing supports weakens the application it was meant to strengthen.

Keep the academic statement of purpose for the university separate. That one argues for your place on the course; this one argues that the whole plan is genuine and temporary. Merging them produces a document that convinces neither reader.


05what makes it fail here

Study permit refusals overwhelmingly turn on one finding: the officer was not satisfied that you will leave Canada at the end of your authorised stay. Your letter's real job is to make that finding hard to reach.

A course below your existing qualification

A diploma after a master's, or a second bachelor's in an unrelated field. It is not banned — but unexplained it is one of the most common recorded refusal reasons.

Funds that appeared last month

A large deposit with no history and no traceable source reads as arranged for the application. Show the money's origin, not just its presence.

A return plan made of adjectives

"Bright prospects", "developing economy", "serve my nation". Officers have read these thousands of times. Name an employer, a sector or a licence instead.

Contradicting the PAL, the LOA or the funds

A different intake month, a different fee, a different sponsor. Officers cross-read the file, and a small contradiction becomes the reason.

The consultancy template

Identical structure, identical phrasing, identical closing paragraph, submitted in volume from one office. It does not help and it can hurt.

Silence about a previous refusal

Canada, the UK, Australia and the USA share information. A refusal you did not disclose is worse than the refusal itself.

A letter about how great Canada is

Quality of life, safety, multiculturalism. It answers no question the officer has and spends the page you needed.

Writing nothing at all

The letter is optional, and applications succeed without it. But where a file has anything an officer might misread — a gap, a switch, an unusual sponsor — silence hands them the interpretation.

One thing worth stating plainly: Canada's rules moved a great deal between 2024 and 2026 — attestation letters, capped intakes, the end of the Student Direct Stream in November 2024, and tightened post-graduation work permit eligibility. Sample letters written before those changes argue against a system that no longer exists.


06writing it from Nepal

Your funds story starts before the letter. The MoEST No Objection Certificate, the bank documents and the sponsor's income evidence all describe the same money. Write the letter last, from those documents, so it cannot disagree with them.

Explain Nepali qualifications and grading. A three-year bachelor's, a 4.0-scale GPA, a Tribhuvan University transcript issued years after the course ended — none of this is unusual, and all of it is unfamiliar to a reader who does not work on Nepal every day.

Do not let the agent hold the pen. If an agent submits on your behalf, ask to read the letter before it is filed. The refusal, and the record, are yours.

Is an SOP mandatory for a Canadian study permit?

No. IRCC does not list a statement of purpose among the required documents; a letter of explanation is an optional supporting document you may attach. In practice it is the only place you can explain a gap, a change of field, an unusual sponsor or a previous refusal — which is why it so often decides the outcome.

How long should the letter of explanation be?

One page, or two at the very most, in plain paragraphs. It is read by an officer with a caseload, alongside a large file of evidence. Length is not persuasion here — matching your own documents is.

Is it the same as the SOP my university asked for?

No, and they should not be the same document. The university's statement of purpose argues academically for your place on the programme. The letter of explanation argues that the whole plan — course, funding, timing, return — is genuine and temporary.

Does the Student Direct Stream still exist?

No. IRCC closed the Student Direct Stream on 8 November 2024, and all applicants now use the regular study permit stream. Guidance written for SDS — including its documentation shortcuts — no longer applies.

Will a strong letter fix weak finances?

No. Proof of funds and the attestation letter are threshold requirements. The letter can explain where money came from and why a course choice makes sense; it cannot substitute for evidence that is not there.
