You apply online through UDI, pay the fee, and then attend an appointment to submit documents and give biometrics. Norway maintains an embassy in Kathmandu — confirm with it whether your appointment is at the embassy or at a visa application centre, as the arrangement can differ by permit type.

Understand the student account rule
Norway generally expects the funds to be transferred into an account in your name in Norway, arranged through your institution. This is unusual and it takes time.
Start the transfer early
Moving money out of Nepal requires the NOC and bank paperwork. Chain those two timelines together rather than discovering them in sequence.

The Norwegian funds mechanism is the thing to plan around. Transferring a year's living costs out of Nepal to a foreign account is a process with its own approvals, and it cannot be started the week before an appointment.
