The honest answer for Latvia is short: Riga, unless your subject is somewhere else. Here is what that means and where the exceptions are.
Latvia has around two million people, and its higher education is concentrated accordingly. Riga holds the medical university, the technical university and the largest general university — for most international students the city question does not really arise.
Two exceptions are worth knowing. Veterinary medicine and agricultural sciences are at Jelgava, a short distance from Riga. And Daugavpils, in the south-east, is a genuinely cheaper regional option with a smaller university.

Which subjects exist where
The real lever, and it is subject-driven. Medicine, engineering and general programmes are in Riga; veterinary and agricultural sciences are at Jelgava.

Riga sits at the upper end of a narrow national range. The gap is real but far smaller than in Poland or Spain.
The job market
Riga's technology and shared-services sector is essentially the whole English-language market in Latvia.
