Shortlist ILEP-eligible programmes
Your course must be on the Interim List of Eligible Programmes to support a student visa. Check this before anything else.
English test

Apply
Direct, or through PAC for many postgraduate courses. Competitive master's fill fast — apply on opening, not on deadline.
Offer, then pay tuition
Ireland wants tuition paid before the visa decision. Read the refund policy for visa refusal before you transfer.
MoEST NOC
After the offer, before remitting.
Lodge via AVATS
The online visa application, with documents and biometrics as instructed.
Accommodation
Not a last step. Apply for university housing the moment you hold an offer.
Give yourself 10–12 months
Undergraduate: generally via the CAO for school-leaver routes, though many international applications are made direct
Postgraduate: direct, or through the PAC postgraduate portal
Applying to 2–4 institutions is typical.
The eligibility marker: your programme must be on the ILEP (Interim List of Eligible Programmes)
Check ILEP eligibility before you get attached to a programme. It is Ireland's equivalent of Australia's CRICOS or Canada's DLI — a course that is not listed cannot support your visa, however good the university is.
We are putting this on the apply page deliberately, because treating it as a post-admission task is the most common and most damaging mistake students make with Ireland.
Accommodation is the binding constraint on studying in Ireland, particularly Dublin — students arrive each September and genuinely cannot find a room.
Apply for university-managed housing the day your offer arrives. And take Cork, Galway and Limerick seriously — they are cheaper, the housing situation is easier, and for many programmes the teaching is just as strong. A place you can actually live in beats a Dublin postcode you cannot.

Valid at least 12 months for the visa stage.
Arrange certified translations for anything not issued in English. Keep your statement of purpose consistent with what you will later say in your visa application — the two are read by different people, but inconsistency between them is exactly what draws questions.
Because Ireland expects tuition paid before the visa decision, the NOC sits earlier on your critical path here than for most destinations.
