01what they ask for

The set below is what a Nepali applicant to Canada is normally asked for. Your institution or your circumstances can add to it — treat this as the floor, and the official checklist as the ceiling.

Letter of acceptance

From a designated learning institution, quoting its DLI number.

Provincial attestation letter (PAL/TAL)

From the province or territory of your institution. Required for most study permit applications since 2024.

Passport

Valid for the length of the permit you are seeking.

Proof of funds

Tuition plus living costs. A Guaranteed Investment Certificate is the most commonly used instrument.

Academic documents

Transcripts and certificates for the qualification the offer is based on.

English test result

Meeting the institution's requirement; some streams have their own minimum.

Upfront medical examination

By an IRCC panel physician in Kathmandu, usually before you submit.

Biometrics

Given at the Canada visa application centre after you receive the instruction letter.


02where you submit it

The study permit application is made online to IRCC. After submitting you receive a biometric instruction letter and attend the Canada Visa Application Centre in Kathmandu within the deadline it states. The medical is done separately, before submission, at a panel physician.

03the attestation letter

Confirm your institution is a DLI

Only designated learning institutions can support a study permit. The DLI number belongs on your letter of acceptance.

Ask the institution for the PAL

The letter comes from the province through the institution — you cannot apply for one yourself, and no agent can obtain one outside that channel.

Check whether you are exempt

Some categories of applicant are outside the requirement. Confirm on IRCC's own page rather than assuming from a forum post.

Complete the medical before submitting

Nepali applicants are normally expected to do an upfront medical, which means booking the panel physician early enough not to delay the application.

read this before you plan a timeline

Canada has tightened student intake sharply and repeatedly since 2024 — caps, attestation letters, and changes to post-graduation work eligibility. Anything written about Canadian study permits more than a year ago should be treated as out of date until you have checked it.

05the Nepal side

Most of your file is issued in Nepal and is identical whichever destination you choose. Each of these has its own guide with the office address, the fee and the steps.

Nepal step — the MoEST NOC comes after your offer and before you remit any tuition

The NOC is a Nepal-side requirement, not Canada's — but without it a Nepali bank will not send your tuition, so it blocks everything downstream regardless of where you are going.
